Banning e-cigarettes is better in one step

On November 1 this year, the State Tobacco Monopoly Administration and the State Administration for Market Supervision issued a notice requiring that e-cigarettes should not be sold to minors, e-cigarettes should not be sold via the Internet, or e-cigarette advertisements should not be published via the Internet. The aforementioned ban has not completely blocked the channels for minors to purchase e-cigarettes, and society’s misunderstandings about e-cigarettes have also not been effectively corrected. (December 8th “Legal Daily”)
